In 1990, the United States Congress enacted an Immigration Act, which created an employment creation immigrant investor visa program to be administered by United States Citizenship Immigration Services (“USCIS”) through its legacy agencies, the Bureau and Immigration Services and the Immigration and Naturalization Service.

The EB-5 Visa permits foreign nationals to receive conditional resident status in the United States in exchange for making a capital investment in the United States that will benefit the United States economy. Each investment needs to create or save at least ten direct full-time jobs for U.S. workers. The minimum of investments is one million dollars but that minimum amount is reduced to $500,000 if the investments is made in a high unemployment area or qualifying rural region.

This Immigrant Investor Pilot Program (the “Program”) allows both public and private entities to invest in pre-approved regional center. The Program allows an investor to create or save at least ten direct and indirect full-time jobs for U.S. workers.

New Orleans & Gulf Coast

NOGC-RC is designated regional center pursuant to the Program, and was founded as a Louisiana limited liability company for the express purpose of working with private entities within the state to increase the region’s economic welfare. NOGC-RC seeks to increase sales, improve the regional workforce, work to advance job creation, provide consultation services for foreign investors, and interact with entities assisting foreign investors to invest in Program eligible capital investments in Mississippi as a designated Regional Center as that term is defined in the Program and pursuant to U.S. laws and regulations.

NOGC-RC received its designation as a USCIS approved Regional Center on December 5, 2013 and its geographic scope covers the entire State of Louisiana, Mississippi, Alabama Baldwin and Mobile County and Florida Bay, Calhoun, Escambia, Gulf, Holmes, Jackson, Okaloosa, Santa Rosa, Walton and Washington. NOGC-RC targets only projects in the construction and hospitality industries.

Geographic Coverage

NOGC-RC focuses on developments in the state of Louisiana, Mississippi, various counties of Alabama and Florida.
